Rockland One of Two Counties to Receive AAA

Fitch Ratings, one of the top three global credit rating agencies, has upgraded the County’s General Obligation Bond Rating from “AA+” to “AAA,” the highest grade from Fitch.

This updated bond rating shows lenders and investors looking to work with the county that Rockland County has minimal credit risk. This looks like paying back  our debt quickly, allowing the county to secure the lowest possible interest rates when borrowing. Saving money on interest rates equates to money back in taxpayers pockets.

“Earning and maintaining the highest possible bond rating is a reflection of years of sound financial decisions and the dedication of our County workforce,” shared Executive Day.

“This recognition reflects the collaborative efforts of the County Executive, the Legislature, and our dedicated County employees,” said Legislature Chairman Jay Hood Jr. “We remain committed to making decisions that strengthen our financial future and benefit the residents we serve.”

The report says “the ‘AAA’ ratings reflect improved financial performance, supported by stronger unrestricted reserves and improved demographic and economic metrics. Strong budget management in recent years has increased reserves to 50% of fiscal 2024 spending, supporting the county’s ‘AAA’ financial resilience assessment.

“After years of hard work, we have achieved our second top rating from a premier credit rating agency,” said Commissioner of Finance Stephen DeGroat. “This upgrade is the result of prudent financial planning and conservative budgeting practices.”

Rockland is one of two counties statewide with a “AAA” rating from Fitch. The County also achieved “Aaa” top credit rating in 2025 from Moody’s, the only county in New York to do so.
