Oh Ship! Fraudulent Company Shut Down in Haverstraw

In June 2026, the Haverstraw Police Department was alerted to multiple complaints received by the  Rockland County Consumer Protection Department concerning a shipping company accused of  defrauding customers who were attempting to ship items internationally from the Village of Haverstraw.

More than two dozen complaints were received regarding alleged issues involving the business, identified  as “Rockland Shipping.” Working in coordination with Rockland County Consumer Protection,  individuals who believed they had been victimized subsequently came forward to the Haverstraw Police Department to file police reports and assist in initiating a criminal investigation.

As a result of the investigation, Haverstraw Police Department personnel identified the owner and point of contact for the business.

On August 14, 2026, Haverstraw Police Department personnel, working in coordination with the New York City Police Department, responded to the defendant’s residence in the Bronx, New York. The defendant was located and taken into custody without incident before being transported for arrest  processing.

The defendant was identified as Julio Fermin Germosen, 48, of Bronx, NY.

Germosen was charged with Scheme to Defraud in the First Degree, involving 10 or more victims. Following processing, Germosen was released on an appearance ticket and is scheduled to appear in the  Village of Haverstraw Justice Court at a later date.

The investigation remains ongoing. Additional charges are possible as the investigation continues. If there is anyone who believes they are a victim related to this incident, please contact the Haverstraw Police Department Detective Bureau.
