Suffern Man Arrested

On August 12, 2026, the Spring Valley Police Department initiated an  investigation after an 18-year-old female reported that she had been sexually assaulted on multiple occasions by an adult male when she was 8  years old. 

Following a thorough investigation, detectives identified the suspect as 44- year-old Freddy Chicaiza-Quinde of Suffern. On August 19, 2026,  Chicaiza-Quinde was arrested by the Spring Valley Police Department  with the assistance of the FBI NY Westchester Safe Streets Task Force. 

Chicaiza-Quinde was charged with one count of Predatory sexual assault  against a child, four counts of Rape in the first degree, one count of  Criminal sex act first degree, Course of sexual conduct against a child in  the first degree, five counts of Endangering the welfare of a child. 

Chicaiza-Quinde was arraigned in the Village of Spring Valley Justice  Court before the Honorable Judge Mellion and was remanded to the  Rockland County Jail. The matter was subsequently heard in Rockland  County Court before the Honorable Judge Desir, where bail was set at  $100,000 cash, $150,000 bond and $150,000 partially secured bond.  Chicaiza-Quinde subsequently posted bail and was released from custody.

A Criminal Complaint is merely an accusation; the defendants are presumed innocent until proven guilty.
