Unattended Death in Ramapo

At about 2:50 p.m. on July 7, 2013, the Ramapo Police Department arrived at 28 Mallory Drive, Hillcrest. A possible, unattended death had been reported. The responding officers found an unresponsive female. Rockland County Paramedics pronounced her dead at the scene. She was later identified as 33-year-old Blanca Estella-Tobias-Tobias. A neighbor notified her family members.

Blanca Estella-Tobias-Tobias was transported to the Rockland County Medical Examinerโ€™s Office to determine cause of death. As of yet, the death is non-suspicious.

The officers awaited a response from a police supervisor, according to procedure, during which time the ex-boyfriend (Jose Armando-Zecana-Vanegas, 28-years-old) arrived. The three brothers of the deceased who were already at the scene were upset by the ex-boyfriendโ€™s presence. They attempted to either chase or assault him, but two police officers and a paramedic intervened.

The officers, Robert Navarro and Laurie Mair, attempted to separate the brothers and ex-boyfriend. The brothers then turned on the officers. One brother, Manuel A. Tobias, when rushing at the officers, was subdued by Taser. A second brother, Danial Tobias, tried to obtain Officer Navarroโ€™s firearm from his holster, but was restrained by Paramedic Jeff Payton. The third brother, Jaime A. Tobias, seized Officer Navarro from behind in a โ€œbear hug.โ€ Officer Mair restrained Jaime.

The officers arrested all three brothers at the scene. After the incident was processed, the brothers were charged with the following:

ยท Jaime A. Tobias, 41, of West Clarkstown Rd., New City, NY charged with Obstruction Governmental Administration 2nd degree (Class A Misd.) and Assault 2nd Degree (Class D Fel.)
ยท Daniel Tobias, 24, of West Clarkstown Rd., New City, NY charged with Obstruction Governmental Administration 2nd degree (Class A Misdemeanor), Assault 2nd Degree (Class D Felony), and Attempted Criminal Possession of a Weapon 4th Degree (Class B Misd.)
