ROCKLAND COUNTY EXECUTIVE DAY ANNOUNCES APPOINTMENT OF COUNTY ATTORNEY

NEW CITY, NY  — Rockland County Executive Ed Day today announced his appointment of Thomas E. Humbach to the position of county attorney.

As the chief lawyer for the County of Rockland, Humbach will represent the county in all civil legal matters, trials and appeals. He will draft contracts and resolutions and provide advice to the county executive, county departments and the Legislature. He brings more than 19 years of private sector experience in litigation and trial services for corporate and individual clients.

“The people of Rockland County will be well served by Tom’s legal acumen and extensive litigation experience,” said Day.  “I am confident that his talents and expertise, especially in environmental law, will help us establish one of the leading County Attorney Offices in the state.”

Humbach was an integral part in the civic movement to push back against overdevelopment and down-zoning in parts of Rockland County. In naming Humbach to the position, Day re-emphasized his commitment to land use and preservation in Rockland.

Humbach has argued dozens of cases on a wide array of issues, including corporate and contract disputes and matters involving municipal, election and Constitutional law. In 2008, he opened the Law Office of Thomas E. Humbach in Pearl River.

He attended Pennsylvania State University and earned his Juris Doctorate from Pace University School of Law in White Plains, where he took an active role in the Environmental Law Clinic.  While there, he brought actions to enforce environmental regulations and permit conditions on power plants that drew water from the Hudson River and fought to reopen public access to the Hudson at Annsville Creek in Peekskill.  During this same period, Humbach worked as an assistant to the Town of North Castle planner, drafting the Town Environmental Quality Review Act and the Town’s child care facility zoning ordinances.

Following law school, Humbach was employed by the firm of Montclare & Wachtler, working his way to Senior Litigation Associate, trying cases in New York State and Federal Courts across the state.  He later moved on to work with Frederick J. Murphy & Associates (later Murphy & Lambiase) as an associate, ultimately becoming a partner in the firm.

He currently resides in West Nyack with his wife and two sons.
