NEW CITY, NY ย — Rockland County Executive Ed Day today announced hisย appointment of Thomas E. Humbach to the position of county attorney.
As the chief lawyer for the County of Rockland, Humbach will representย the county in all civil legal matters, trials and appeals. He willย draft contracts and resolutions and provide advice to the countyย executive, county departments and the Legislature. He brings more thanย 19 years of private sector experience in litigation and trial servicesย for corporate and individual clients.
โThe people of Rockland County will be well served by Tomโs legalย acumen and extensive litigation experience,โ said Day. ย โI amย confident that his talents and expertise, especially in environmentalย law, will help us establish one of the leading County Attorney Offices in the state.โ
Humbach was an integral part in the civic movement to push back againstย overdevelopment and down-zoning in parts of Rockland County. In namingย Humbach to the position, Day re-emphasized his commitment to land useย and preservation in Rockland.
Humbach has argued dozens of cases on a wide array of issues, includingย corporate and contract disputes and matters involving municipal,ย election and Constitutional law. In 2008, he opened the Law Office ofย Thomas E. Humbach in Pearl River.
He attended Pennsylvania State University and earned his Jurisย Doctorate from Pace University School of Law in White Plains, where heย took an active role in the Environmental Law Clinic. ย While there, heย brought actions to enforce environmental regulations and permitย conditions on power plants that drew water from the Hudson River andย fought to reopen public access to the Hudson at Annsville Creek inย Peekskill. ย During this same period, Humbach worked as an assistant toย the Town of North Castle planner, drafting the Town Environmentalย Quality Review Act and the Town’s child care facility zoningย ordinances.
Following law school, Humbach was employed by the firm of Montclare &ย Wachtler, working his way to Senior Litigation Associate, trying casesย in New York State and Federal Courts across the state. ย He later movedย on to work with Frederick J. Murphy & Associates (later Murphy &ย Lambiase) as an associate, ultimately becoming a partner in the firm.
He currently resides in West Nyack with his wife and two sons.
