The County Executive’s Corner – “Rockland County Takes Action on Housing Crisis”

Rockland County is taking a monumental step forward in addressing our housing crisis. On Friday, alongside the Office of Community Development, County Legislators, municipal leaders, and our dedicated community partners, we officially announced the Housing Action Loan Opportunity (HALO) Awards and recognized this year’s recipients.

The HALO program is not just about creating housing—it’s about building stronger, more stable communities. Every Rockland resident deserves access to attainable housing, and with the support of our partners and the dedication of our Office of Community Development, we are making real progress toward a brighter future for all.

The HALO fund provides direct loans to support the creation and preservation of housing that is affordable to the average Rockland resident. As loans are repaid, proceeds flow back into the fund to ensure continued investment in future housing opportunities.

Unanimously approved by the County Legislature in April 2024, the HALO program was one of the key recommendations from Rockland’s first-ever comprehensive community and housing needs assessment. The program is already making an impact, with four major projects announced—three in the Village of Haverstraw and one in the Town of Clarkstown.

One of the most transformative projects is a $3 million HALO loan supporting Pennrose NY LLC in redeveloping the former Haverstraw Chair Factory along the Hudson River. This project will create 308 affordable housing units, ensuring families of various income levels have a place to call home.

Additionally, we are providing:

– Up to $3 million to Westhab, Inc. to develop an 81-unit affordable rental project at 30 West Street in Haverstraw.

– A $2.5 million loan to Sisters of Charity Housing Development Corporation to acquire and preserve a 90-unit affordable senior rental development in Haverstraw.

– Up to $5 million to Regan Development Company for a 52-unit, 100% affordable senior housing project in Clarkstown.

These investments underscore Rockland County’s commitment to tackling the housing crisis head-on. By leveraging strategic public-private partnerships, we are ensuring our residents—especially seniors and working families—have access to quality, affordable housing.

This is just the beginning. My administration remains committed to expanding housing opportunities while preserving the character of our communities. I look forward to continuing this critical work together and building a stronger, more affordable Rockland County for all.
