At Tuesdayโs Orangetown Town Board Meeting, a presentation was held by Tri Bee Ltd. regarding a petition for a Planned Adult Community (PAC) Zone Designation on 77 E. Central Avenue and 80-84 E. Washington Avenue, Pearl River.ย
The developers are requesting a zone change from โRGโ (Residence General) and โCSโ (Community Shopping) to โPACโ (Planned Adult Community). Developers presented the new architectural drawings of the building, which would gut the existing structure and install new office retail space on the first floor. Senior citizen housing in the form of apartment units would be added on the second and third floors.ย
The residential area will be rented and divided into 16 two bedroom units and 4 one bedroom units serviced by an elevator. The one bedrooms will each be 667 square feet, and the two bedrooms will be 910 square feet with two baths. All units are designed to be handicap accessible. There will be 53 parking spaces, with 30 designated for residents and the rest for commercial use. Each unit will have their own parking.ย
Jay Greenwell, land surveyor and planner, said, โThis is really an ideal location in downtown Pearl River. Itโs accessible to all servicesโฆ walking distance for anyone living here.โ Services include shopping in both downtown and uptown areas and access to both the train station and bus station.
A traffic study was performed by Tri Bee Ltd., which showed that the development would improve current traffic. Tax revenue was also predicted to increase with this new development.
The petition was unanimously approved.
Town Attorney Robert Magrino proposed four town food truck permits to the board for discussion. The first permit would be an Annual Floating Permit, where holders can operate anywhere in the town, excluding residential properties, for up to six hours a month. The following permit was an Annual Location Permit, and would operate at one location, usually a parking lot in a nonresidential district. The third permit was a Private Event Permit. These permits would allow food trucks to operate on a residential property up to two times per year for events such as graduation or retirement parties. The final permit discussed at the meeting was a Special Event Permit, which would be used for events such as Pearl River Day or the Italian Feast.ย
Magrino left the food truckโs ability to play music up to theย board. Supervisor Kenny requested no music. The board approved Kennyโs request and the permits will soon be discussed at a public hearing.
Supervisor Kenny also announced that the bi-annual Shredding Day will take place at the Orangetown Town Hall on October 18 from 8:00 a.m. to 11:30 a.m.. She asked that attendees bring non-perishable foods and to only bring three boxes of shredding material.ย
The Pearl River Farmerโs Market will be hosting a special guest on October 25, NBCโs Produce Pete from 10:00 a.m. to 1:00 p.m..
Robert Lord, resident of Nyack, came forward for comment regarding the disruptive car exhaust noise emissions affecting his neighborhood by Memorial Park. Lord gathered signatures of 65 residences on a petition that cited their frustrations with the noise in their neighborhood between 10 p.m. – 2 a.m.. Lord cited a 2022 โsleep lawโ that allowed local police departments to use decibel readers to take pictures of license plates of cars that went over the approved nighttime decibel level. He proposed that the town put up the $1,500 devices on telephone poles, to try to mitigate the noise. The board seemed interested in his plan and planned to look into this issue with Lord.ย
