Incumbents and challengers received slightly different questions regarding their campaign to best highlight their work. The profiles have been very lightly edited (grammar, spelling, length). He began his legal career as a law clerk in the Massachusetts Superior Court, working for nine judges drafting decisions on complex civil litigation matters. After completing his clerkship, Eugene began practicing law at the NYC DoT, where he served as an Assistant General Counsel, working on infrastructure projects around the city.. During his tenure, Eugene was solely responsible for creating the Departmentโs construction permit insurance requirements and processes, ensuring that New Yorkers are adequately and appropriately covered in any accident that occurs on streets and roadways. He also completely rewrote the cityโs bus stop permitting rules to ensure residentsโ quality of life was less impacted by tour and coach busesโ parking and use of bus stops After moving to Clarkstown with his wife, Michelle, Eugene became a Principal Assistant County Attorney for Rockland, where he provided trusted legal counsel to critical departments, including Planning, Purchasing and Facilities Management, Highways, Public Transportation, and Environmental Resources and Parks. He also served as the attorney for several of the Countyโs boards, including the Planning Board, Historic Preservation Board, and Parks Commission.ย
Eugene is also an entrepreneur, having had several businesses since the age of fifteen, including most recently establishing a law firm specializing in complex civil litigation and commercial transactions.ย
1. Why are you running for this seat?ย
I am running to ensure a fiscally responsible, sustainable, and resident-first Clarkstown. I will end reckless overdevelopment, implement maximum transparency and real accountability, stop illegal property uses, and apply my proven leadership and enforcement experience to deliver the best value for all residents and secure the townโs future.ย
2. What is the most pressing issue facing residents, and how will you address it? ย
The most pressing issue is reckless, unsustainable overdevelopment. I will propose a zoning moratorium, modernize the zoning code, and require developers to pay for infrastructure upgrades and traffic mitigation, not taxpayers. Iโll also organize a Code Enforcement Task Force to enforce zoning violations and illegal property uses.ย
3. What steps will you take to improve government transparency?ย
I will institute complete transparency in all aspects of the Townโs processes. This includes live-streaming all Town Council meetings, hosting routine, unscripted โAsk Me Anythingโ sessions with department staff, and ensuring the town website publicly posts all executed contracts and official policies for full accountability.ย
4. Are you concerned about the economic state of your town or the County? How will you address it?ย
Iโm concerned about the townโs long-term debt, lack of surplus, insufficient savings for public servant pensions and health benefits, and rising property taxes. I will adopt a fiscally conservative approach, eliminate wasteful spending and patronage jobs, and seek state/federal grants for improvements while prioritizing debt repayment.ย
5. Are you concerned about housing costs in your town or the County? How will you address it?ย
Iโm worried about the planned senior housing developments that will be at market rates and cost more than the current overhead costs of many seniorsโ homes. Iโll stop this approach by approving senior housing only conditional upon the allocation of a set-aside number of units at less than market rate.ย

Iโm running for Clarkstown Supervisor to provide proven leadership and practical solutions for a sustainable, fiscally responsible town, with a residents-first approach and a commitment to delivering the best value. My platform focuses on five key areas:ย

2. Forming a Code Enforcement Task Force to aggressively end illegal property use and pursue legal action against wrongdoers without settling the matters (to ensure maximum financial detriment).ย

George Hoehmann

1. What are your top two accomplishments during your time in office?
I reversed the Townโs financial decline and deficit which caused multiple bond rating downgrades and inclusion on the Comptrollerโs fiscal watch list. Through my leadership we eliminated the deficit and for ten years have held the highest bonding rating in the county. I also created Rocklandโs largest code enforcement agency.
2. What is the biggest challenge currently facing your district and in the year ahead? How have you addressed it so far, and how will you continue to do so?
The biggest challenge is combating illegal housing and overdevelopment. That is why I have built the largest code enforcement agency in the county and launched the โMy Clarkstown appโ to allow citizens to quickly report violations. We will protect our town and do so using all tools at our disposal.ย
3. In what areas do you feel you may have missed the mark in advancing legislation or proposals? How might you approach these differently moving forward?
Clarkstown has always been forward thinking on new approaches to solving problems and creating an innovative government for taxpayers. In most cases, our local laws are approved in unanimous bipartisan fashion. Moving forward, I would bring more attention to our success as a road map for others to follow. ย
4. What is the most significant issue you were unable to address during your term, and why?ย
One of the largest projects we are working on is the Nanuet TOD redevelopment. This project is significant in scale and simply will take many years to complete. In my next term this will be a major focus of my efforts.
5. What is your favorite feature of your County, Town, or Village?
Our citizens are Clarkstownโs greatest asset; whether they have lived here their entire life, or just recently decided to relocate to our community. We draw great strength from our diversity, ingenuity, and passion. Our residents are deeply involved in supporting others and making our community a top place to call home.ย ย
6. Please provide a summary of your candidacy and platform.
As Supervisor, I have been proud to serve as an independent-minded leader with a record of results. I am asking voters to re-elect me so I can continue protecting our quality of life in Clarkstown, ensuring our town is the best place to live, work, and raise a family.
I have strengthened code enforcement to combat illegal housing, invested over $90 million in infrastructure and preserved 40 acres of open space.ย I have cut property taxes twice, froze taxes multiple times and held the line on spending. In my next term, we will continue this strong pro-taxpayer leadership. I am asking for your vote on Row B and C.ย

2. What is the most pressing issue facing residents and how will you address it?
I believe the most pressing issue facing residents is overdevelopment. The solution is to evaluate every proposal with a fair, transparent, and resident-first approach. Development must make sense for our infrastructure, schools, and quality of life โ not just for developers. By working with the Town Board, we can ensure Clarkstown remains a community that is responsibly developed, family-oriented, and true to the suburban character that makes it such a special place to live.
3. Are you concerned with the economic state of your town or the county? How will you address it ?ย
No. Iโm not concerned with the economic state of Clarkstown because our town remains on solid financial footing thanks to responsible budgeting and sound fiscal management. However, itโs important to stay vigilant. I will continue to support smart spending, efficient government operations, and policies that attract and retain local businesses so we can keep taxes stable and protect Clarkstownโs strong financial position for years to come.
4. Are you concerned with housing costs in your town? How will you address it ?
Yes. Housing costs are a concern, but the solution isnโt more government programs or high-density projects that change the character of our town. We need to protect property values, control overdevelopment, and support policies that make it easier for families and seniors to stay in their homes. By keeping taxes low and ensuring responsible planning, we can maintain Clarkstownโs affordability and quality of life.
Former Councilman Jon Valentino, a retired NYPD Lieutenant, is running to keep Clarkstown safe, affordable, and responsibly developed. Donald Franchino

Clarkstown Town Council Ward 3

I have represented Ward 3 (Central Nyack, Nanuet and West Nyack for eight years. Working with Supervisor Hoehmann,ย the completion of the Klein Avenue flood project, the completion of the West Nyack revitalization and playground park.ย In Nanuet the purchase and demolition of the Grace Baptist Church. There other projects George and I are working on but not enough space to elaborate (50 words or less). The future of Ward 3 is very promising.
2. The biggest challenge facing Ward 3 and Clarkstown is housing for first responders and younger families.ย We are moving in the right direction. George has provided housing for Seniors and now we must work with the younger families and volunteers.
The Town Board has Jeff Gilles on board whose responsibility is to facilitate the development of commercial and residential. Jeff assists new and existing businesses to work with our land use boards. Jeff has been instrumental in assisting the Land Rover dealership, Popeyes, Chick fil-A, two new Sparks car wash to locate here. There are more projects not yet approved.
3. No question my biggest disappointment is sound barriers on the NYS Thruway. George, Mike Lawler and myself are now working through Sean Duffy to deny any Federal funding to NYS Thruway until sound barrier issue is completed. Second The NYS Thruway has not dealt with the Mountainview entrance. The proposal is to eliminate this entrance from Rte 59 and move it east to Dickinson Ave.
I am working on a proposal to hire a consulting firm to determine the feasibility of becoming a city. This was originally proposed by Alex Gromack. I think it is time to investigate.
5. The county andย town have significant parks and recreational facilities. George Hoehman and his team have worked tirelessly to improve existing facilities and add new ones. Currently we will have a groundbreaking ceremony on October 28 for Central Nyack playground.
6. I hope to continue with the proposals I have outlined here. I will continue to work with George to enforce our zoning laws . Our code enforcers are diligent and hard working. The police department under the guidance of Jeff Wanamaker are second to none. This is a fairly young force and very well trained. I will continue to work with EMS and our volunteer fire departments. Our highway department under Bob Milone continues to improve our infrastructure. Our entire Town works very well under the guidance of George Hoehman. The Town just received the highest marks from New York State for efficiency and finances. I hope to continue this working relationship with George and all the departments within the Town. We are truly fortunate to live in Clarkstown.

I proudly serve as your Rockland County Executive! Prior to being elected, I served as a County Legislator and for 20-years in law enforcement. From day one, my commitment is focused on fiscal responsibility, public safety, and protecting taxpayers, while improving quality of life in Rockland.

Turning a $138 million deficit into a $100+ million surplus without raising property taxes for nearly a decade. Restoring fiscal stability earned Rockland its highest credit rating in history at AAA. Weโve also driven unprecedented economic development and infrastructure investment, creating jobs, and revitalizing our communities, while protecting our land.
2. Biggest challenge
Housing affordability and code enforcement remain major challenges. Weโve aggressively pursued illegal housing violations, strengthened the Office of Building and Codes and partnered with municipalities to ensure safe, legal development. Moving forward, Iโll continue enforcing accountability and supporting balanced, sustainable housing growth that protects residents and neighborhoods.
3. Missed the mark
I would have liked to move faster on intermunicipal infrastructure coordinationโparticularly shared services for water, sewer, and traffic systems. Bureaucratic barriers and state red tape delayed progress. I plan to expand partnerships with towns and villages to improve regional efficiency and cut long-term costs.
4. Unaddressed issue
Mental health and addiction services remain pressing needs. While weโve expanded programs and partnerships, demand outpaces capacity. Staffing shortages and state mandates have constrained resources. We continue advocating for increased state funding and local flexibility to expand community-based services and emergency response capacity.
5. Favorite feature
Our diversity. Rockland is a tapestry of cultures, faiths, and traditions that make this community unique. From Nyack to Suffern, thereโs pride in who we are; neighbors looking out for one another, united by shared values and a commitment to making this county a great place to live.

As County Executive, Iโve focused on results: restoring fiscal health, protecting taxpayers, strengthening law enforcement, and ensuring government accountability. I will work with county agencies, and all levels of government to explore every available approach and legal avenue to confront this unsustainable situation.ย
3. What steps will you take to improve government transparency?ย
Iโll open the books and make county spending, hiring, and contracts fully transparent to the public. Iโll strengthen ethics rules, end cronyism and nepotism, and ensure every department is accountable to taxpayers. Rockland residents deserve to know where their money goes and that decisions are made in the public interest.ย
4. Are you concerned about the economic state of your town or the County? How will you address it?ย
We must be proactive and ever vigilant in laying the groundwork for future economic growth to head off local recessions or downturns. I will form a small business incubator to tap local ingenuity while recruiting smart industries like biotech and renewable energy to create jobs and power us forward.ย

Yes, housing costs in Rockland are straining families and workers. I will tackle this by promoting responsible development, increasing affordable housing options, and supporting policies that stabilize the market. Gina DeFelice has lived in West Nyack for 30 years, where she and her husband raised their 7 children. She believes practical and transparent governing is the path to ensuring that Clarkstown remains a wonderful place for families to thrive.
A graduate of Purchase College with a degree in liberal studies, Gina was encouraged to โthink wide open.โ She believes this mindset will be an asset when looking for creative solutions to the issues facing our town, such as mindful development, affordability, and the responsible use of our tax dollars.
As the mom in a blended family with 7 active kids, Gina has moved in and out of all aspects of community life: schools, sports, theater, music, dance, parks, concerts, festivals, etc., and is eager to give back to her community.
Outside the home, Gina has worked as a Montessori preschool teacher; a circus arts instructor often working with corporate clients on creativity and team building; and as a personal assistant.
Gina was a volunteer stagehand for Rockland Youth Dance Ensembleโs (RYDE) annual Nutcracker for 25 years, and has been a member of the RYDE board of governors since 2018.
Gina believes that everyone can thrive if their environment is set up to encourage growth and well-being and she will work to ensure that Clarkstown is that environment.
Gina is very excited about empty-nesting (finally!), and looks forward to this next chapter. She enjoys spending time with family and friends, taking advantage of the great arts and culture our community has to offer, and riding her bike all throughout ward 4!

I want to give something back to the community I have called home for 30 years. People may be tired of politics, but I believe that neighbors can work together for the good of their collective community. The prospect of that kind of cooperative, team-oriented spirit excites me.
2. What is the most pressing issue facing residents and how will you fix it?
Residents feel traffic is becoming burdensome with all the new development, and worry about neglected infrastructure. Large scale projects threaten to alter the character of the town. I would look at the town holistically, assess the cumulative impact of multiple developments, and encourage revitalization of existing neighborhoods and infrastructure.
3. What steps will you take to improve government transparency?
I will reach out in advance to residents of neighborhoods set to be impacted by upcoming planning or legislation to get their input. In addition to providing my contact info, I will post and keep regular office hours so residents can drop in to share concerns, ideas, or just chat.
4. Are you concerned about the economic state of your town? How will you address it?
Our debt service burden is at the upper end of the healthy range; we need a more conservative approach to issuing bonds: we must match borrowing to asset life and use our reserves for short term projects. If the money is not there, we should postpone the project.
5. Are you concerned about housing costs in your town? How will you address it?
Housing costs are closely tied to general cost of living. We can lower cost of living expenses by building near existing services and transit options. We can support adaptive reuse. We can maintain a supply of naturally affordable housing by ensuring existing affordable homes donโt vanish through neglect or redevelopment.

Gina DeFelice has called Clarkstown home for 30 years. A proven team player and dedicated community voice, she brings decades of experience in active listening, collaboration, and attention to detail – strengths she will put to use on the Town Council. Gina believes we can address todayโs needs while planning for tomorrowโs challenges; invite new business while supporting the small businesses vital to character of our town; and ensure that communication between residents and the Town Board works both ways.

The biggest issue is debate around development. We need to stop fighting each other and start solving together. Iโll lead an inclusive zoning overhaul that reflects the communityโs voice, protects our village character, and creates a clear path forwardโso decisions are made with, not at, residents.
3. Steps to improve government transparency
Transparency isnโt optionalโitโs essential. Iโll make it easier for residents to know whatโs happening before decisions are made.ย
That means publishing agendas early, posting clear summaries of actions, livestreaming meetings, and hosting regular open forums. Government should be open, honest, and accessible to everyone.

Yes, Iโm concernedโand I have the experience to act. I manage over $177 million in citywide contracts and $120 million in MWBE contracts, finding savings without cutting services. I was born right here in Rockland County, grew up in West Nyack, and graduated from Clarkstown South. I hold a B.A. in Criminal Justice from Florida Atlantic University and an M.A. in Urban Studies from Fordham University. After college, I joined the NYS Office of Public Safetyโnow Homeland Securityโand for seven years, I worked with counties and airports across New York to secure grant funding for critical security initiatives as well as teaching best practices on security for terrorist related activity.
I then moved to the NYC Department of Information Technology and Telecommunications (DoITT), where I worked on the Public Safety Answering Center II project and partnered directly with NYPD and FDNY.
After that, I joined the Department of Finance, leading the team that handled summons processing and adjudication for parking, red-light, speed, and bus lane violations. I helped select the vendor for the red-light and bus lane enforcement programs. From there, I moved to the Mayorโs Office of Contract Services, where I led the PASSPort projectโNYCโs modern procurement portal that streamlines how vendors do business with the city.
Today, I serve at the Office of Technology and Innovation, where I oversee citywide IT contracts. I manage a team that works closely with Minority- and Women-Owned Businesses, and I support projects across public safety, 311, infrastructure, applications, and cybersecurity. My role includes managing budgets, ensuring compliance with local laws, and negotiating with vendors to make sure taxpayers get the best value.
In Piermont, I serve on our Zoning Board of Appeals, where I work to ensure that development decisions respect our villageโs character and the voices of our residents.
Iโm also deeply engaged in community lifeโfounding the BTND Run Club to connect with neighbors in a fun and healthy way.
Kathleenann Cool

Kathleenann Cool, a lifelong Rockland County resident and 27-year resident of West Haverstraw, is pledging to bring balanced leadership, fiscal responsibility, and transparency as a candidate for Village of West Haverstraw Trustee.
Running on the Republican and Independent (Preserve West Haverstraw) lines, she states โIโm running to ensure that every residentโs voice is heard and that our village continues to grow responsibly.โ Her campaign centers on preserving West Haverstrawโs strong sense of community, preventing overdevelopment, bringing transparent communication, and fostering responsible growth that keeps the village safe, vibrant, and connected.
Cool has spent more than 30 years as an educational administrator and teacher, developing leadership and financial management skills she hopes to apply to village government. She holds degrees from SUNY Plattsburgh, Iona College, and SUNY New Paltz, along with a certification in Human Resources from the Center for Educational Leadership. An active community volunteer, Cool has served in leadership roles in local church, school, sports, and performing arts organizations.
Cool identifies illegal housing as one of the most urgent challenges facing residents. โIllegal housing isnโt just a code violation; it endangers lives and undermines our entire community. It creates unsafe conditions for first responders, lowers property values, strains public services, and hurts responsible taxpayers.โ
To address this, Cool supports adding staff and resources to code enforcement and creating an anonymous tip line for residents to report unsafe or illegal dwellings. โOur code enforcement team works hard, but they need more help. This is about protecting families in the illegal homes, neighbors of the illegal homes, and first responders,โ she added.
Cool has made transparency a core pillar of her campaign. She plans to promote open communication between residents and local government, ensuring that taxpayers know how their money is spent and what projects are underway. โTransparent communication builds trust,โ Cool said. โResidents deserve clear, accessible information about the operations and decisions of their village.โ
The economic state of West Haverstraw is also concerning to Cool, who emphasizes fiscal responsibility and smart budgeting. โEvery tax dollar must be used wisely,โ she said. โWe need to ensure that our spending supports essential services, infrastructure, and community programs without placing additional burdens on residents.โ She also advocates for supporting small businesses and exploring grant opportunities to help strengthen the local economy while maintaining fiscal discipline.
While illegal housing poses safety and fairness concerns, Cool also recognizes that affordable housing is an issue for many families. โWe must balance responsible development with affordability,โ she explained. โBy enforcing existing codes and planning for sustainable, safe housing options, we can protect our neighborhoods and ensure housing that meets the needs of all residents and preserves the character of our community.โ

Mike is a dedicated family man and life-long Congers resident, where he resides with his wife, three daughters, and son.ย
Mike has devoted much of his time to our community including serving on several volunteer boards and coaching youth sports, but his most significant volunteer work has been as a first-responder.ย
Mike is an active volunteer firefighter in Congers with over 38 years of service, and in December, 2019, he completed his 20th year on the Board of Fire Commissioners for the Congers Fire District.ย
Mike is employed by a publicly traded firm in the telecommunications industry, which provides network services to some of the largest financial firms around the world.
1. What are your top two accomplishments during your time in office?ย
2. What is the biggest challenge currently facing your district and in the year ahead? How have you addressed it so far, and how will you continue to do so?ย
There are so many great things that have been accomplished in my time on the Town Council, but it is so important to build and maintain a strong financial foundation. Clarkstown has made incredible strides in this area while keeping taxes in check and earning the highest municipal bond rating in the county. At the same time, weโve also invested heavily in updating our infrastructure, created new parks, and improved the quality of life in our town with responsible spending.ย
3. In what areas do you feel you may have missed the mark in advancing legislation or proposals? How might you approach these differently moving forward?ย
I donโt think weโve missed the mark on much, but I always want to accomplish more. There are always financial restrictions on what you can do as a Town Council, and in the case of code enforcement on illegal housing, there are legal limitations that make it very difficult for any town to deal with those issues. Weโve done a great job of creating the largest code enforcement department in the county and pursuing violators with every legal resource available, but the law is often stacked very heavily in favor of the property owners. It can be very frustrating at times even though we are doing more enforcement than any other town. I wish we had more legal powers as a town to deal with violators even more aggressively than we do now.ย
4. What is the most significant issue you were unable to address during your term, and why?
I think far too many people still think of themselves as Democrats or Republicans based on national issues, and that creates a lot of unnecessary division between people who really want the same things on a local level. I always stress the fact that we should view ourselves as Clarkstown voters when it comes to local elections. I donโt care what a residentโs party affiliation is when they need help. We are Clarkstown residents first. I have tried to spread that message as much as possible, butย I know that there are still so many voters who will never cross party lines.ย
5. What is your favorite feature of your County, Town, or Village?ย
Clarkstown is such a desirable place to live mainly because itโs a community of really great people. Having lived here all my life, Iโve been tremendously blessed to develop so many wonderful relationships with so many people who truly care about their neighbors and our community.ย
6. Please provide a summary of your candidacy and platform
Iโm proud to say my record on the Town Council speaks for itself. Weโve kept taxes in check better than any other town in the county while improving our bond rating. My platform is based on the same principles as it was on day one. I am here to represent the best interests of all the people of Clarkstown. That means making smart financial decisions, enforcing our codes and zoning, investing wisely in our infrastructure, protecting our quality of life, and expanding and diversifying our tax base.ย
Amy Conklin-Stamm

Amy Conklin-Stamm is a lifelong Stony Point resident and has worked in the Supervisorโs office for over five years, serving the past 1ยฝ years as Deputy Supervisor.ย She is proud to follow in the footsteps of her grandfather, Lucien Conklin, former Town Supervisor, and her grandmother, JoAnn Conklin, former Councilwoman.ย
Amy is a proud local volunteer. She serves as Secretary of the First United Methodist Church Board of Trustees, and as a member of the Palisades Interstate Park Historical Society, Stony Point Lions Club, and Stony Point Republican Committee. Amy is a graduate of SUNY Geneseo with a BS in Business Management. Amy and her husband Brian have two sons, Michael and Ben. ย
1. Why are you running for this seat?ย
Iโm running for Town Supervisor because I care deeply about Stony Point and its future. I want to preserve our small-town character while making careful, responsible decisions that strengthen our community, support local families, and keep Stony Point a safe and welcoming place to live.
2. What is the most pressing issue facing residents, and how will you address it?ย
The growing number of housing rentals and illegal construction threatens safety and quality of life. I will work closely with our Building Department and first responders to ensure enforcement of codes, promote responsible property ownership, and protect the character of our neighborhoods.
3. What steps will you take to improve government transparency?
I will record Town Board meetings so residents can easily stay informed, and share updates through multiple channelsโsocial media, email, and newsletters. Open, consistent communication helps build trust and ensures every resident feels included in our local government.
4. Are you concerned about the economic state of your town and how will you address it?ย
Iโm focused on maintaining Stony Pointโs strong economic foundation by carefully managing tax rateables and making smart investments in infrastructure, including roads, sewers, and essential town equipment.ย
5. Are you concerned about housing costs in your town and how will you address it?ย
While housing costs are high throughout the region, I want families to continue choosing Stony Point as their home. By keeping taxes stable, investing in town services, and preserving the character of our neighborhoods, we can help keep housing attainable and desirable. ย
6. Summary of your candidacy and platformย
As Stony Pointโs Deputy Supervisor, Iโm uniquely prepared to take the reins as your next Town Supervisor. Iโve built strong relationships with our department heads and gained valuable experience with the day-to-day responsibilities of town government. My priorities include preserving our small-town character, enforcing building and safety codes, improving communication with residents, and maintaining fiscal responsibility. By listening, planning carefully, and keeping residents informed, Iโll work to move Stony Point forward while honoring the history and values that make our town so special.

Raised in a determined, hardworking household, Lauren entered the workforce at a young age and later dedicated herself to local leadership through community involvement and public service. A long-time Clarkstown resident, she is married to a retired NYPD officer, and a proud mother of three daughters, all attending local schools.

1. What are your top two accomplishments during your time in office?
Revenue- I am extremely proud that as Town Clerk of Clarkstown, I created and implemented our townโs marriage ceremony program generating over $34,000.00 in my first term in office. It has been an honor to provide this special service to our residents while bringing in additional funds that directly benefit our community.
Accessibility- I ran for office on accessibility, and I delivered. I extended office hours with โTown Board Tuesdaysโ until 7PM, bring services to all the senior centers, and make home trips when needed. My goal is very simple: ensure every Clarkstown resident can easily access the Town Clerkโs office and its services.
2. What is the biggest challenge currently facing your district and, in the year, ahead? How have you addressed it so far, and how will you continue to do so?
The Town Clerkโs office operates differently from other parts of government, with unique challenges and different cost pressures. Iโve worked hard to renegotiate contracts, and bring in a zero-increase budget for my department, including cutting e-check costs in half, saving taxpayers thousands of dollars.ย I will keep fighting to protect every dollar.ย
3. In what areas do you feel you may have missed the mark in advancing legislation or proposals? How might you approach these differently moving forward?
The Town Clerk doesnโt normally create legislation, we record it. With that being said I was proud to introduce the service fee for the Marriage Ceremonies and the one-day marriage officiant license resolutions, both approved and supported by Supervisor George Hoehmann and the Town Board. These initiatives have generated new revenue for Clarkstown, and I am grateful for their support.ย
4. What is the most significant issue you were unable to address during your term, and why?
To be completely honest I donโt think there are any issues that I havenโt handled. If the constituents have suggestions or complaints I respond as quickly as I can. I work for the people the people donโt work for me.ย
5. What is your favorite feature of your County, Town, or Village?ย
My favorite feature about Clarkstown is there is always something to do, from street fairs and park events to hamlet festivals, carnivals, winter wonderlands, and even fireworks. Every season offers something special, and our town does a phenomenal job ensuring thereโs truly something for everyone to enjoy all year round!
6. Please provide a summary of your candidacy and platform.ย
My platform as Clarkstown Town Clerk remains steadfast, accountability, productivity, and accessibility. Iโve delivered on every promise: generating over $34,000.00 in new revenue, reinstating free notary services, implementing a modern FOIL system that provides accountability and easier record access for the residents, bringing our vitals up to date using NYS grant money to have 20,000 plus documents from 2008 to 2024 scanned and backed up at no cost to the residents, extending office hours to better serve the residents, even making home visits when needed because public service should meet people where they are.ย
I take this job very seriously and truly love serving our community. I have done the work I promised, and will continue to make the Clerkโs office efficient, transparent, and accessible for all. I hope to have your support for my re-election so I can continue serving the residents of Clarkstown.ย

I have lived in New City since 1986 and my wife has been in Clarkstown since 1963. Weโve raised 3 children who all went through the Clarkstown School system. In my first couple of years as a lawyer I was legal counsel to K. Hovnanian Companies a National Real Estate Developer. Then I went out on my own and for the last 40 years have practiced law in New City in the Law Firm of Kahn & Licker. I was elected to the Town Council in 2024 so Iโve served since January 1, 2025.
I have worked with a number of residents in assisting them with issues that they brought to my attention. I was able to have a county project canceled that would have created a walking path right behind someoneโs yard. We were able to have some roads paved which were in disrepair. Me and the other members of the Board were able to initiate proceedings to shut down an illegal daycare.
The biggest challenge is preventing over development on Main Street in Clarkstown. Traffic isbad now and I fear with the number of new planned developments it will only get worse. We need to look at changing the Townโs Comprehensive plan.
I think there are a number of things that need to be fixed in the Town. We need greater transparency. We need strict building code enforcement. We need to stabilize our taxes.
Since the Council consists of 5 members we need to have a majority to address those issues.
I moved to the New City to enjoy the suburban quality of life, great school district and an excellent police force keeping the community safe.
To summarize my platform:

I am running for Village Trustee because, as a resident, I understand the frustration of feeling marginalized. Our community faces numerous challenges, and I am committed to ensuring that every resident feels heard and valued.
A pressing concern is the proposed construction of a 454,000 square foot warehouse on top of a toxic landfill. This landfill has remained unsealed and uncapped for over 30 years, posing a significant threat to the health and well-being of our residents. The area already experiences a high rate of cancer, and the prospect of exacerbating this issue is alarming. Asbestos is just one of the carcinogenic materials present in the landfill. This land was used as a dumping ground for demolition and construction of old buildings from Manhattan.
Transparency is essential, and I believe it is crucial that we keep our residents informed about the issues that affect them. Not every resident can attend village meetings, and our communityโs diversity means that language barriers can prevent some residents from staying informed. To address this, I propose video recording meetings and making them accessible on the village website, with options for viewers to watch or listen in different languages.
Our village lacks economic growth, and instead of investing in sustainable development, our taxes continue to rise without yielding tangible benefits. I believe that promoting small businesses is the key to creating jobs and stimulating local economic growth. We have numerous vacant spaces in the village that can be leveraged to support small businesses and attract visitors from surrounding areas.
Another pressing issue is the proliferation of illegal housing and the conversion of single-family homes into multi-family dwellings. I propose establishing a cap on these practices and taking action against irresponsible landlords.
Protecting the environment will be my top priority. The proposed warehouse is not only unnecessary but also poses a significant threat to our communityโs health and well-being. I am committed to exploring alternative solutions for the toxic landfill, and I believe that innovative approaches, such as repurposing the site that will benefit and potentially help revitalize our village. In fact, the owner of the toxic landfill is known for his golf courses, and I suggest considering alternative uses, such as a miniature golf course and several other ideas. I do not oppose a structure, but 454,000 bears too much weight.
9W needs gift shops, a bakery, boutiques, coffee shops, or even a movie theater. These attractions would not only enhance our villageโs quality of life but also draw visitors from surrounding areas, contributing to our local economy.

1 – My 2 biggest accomplishments thus far in the 10 months I have been in office are: A – Responding to residents within and outside of my ward who have called or emailed me with issues they were having within their immediate environment. I have helped individuals who have had problems with traffic, safety, utilities, flooding, infrastructure and illegal housing.. B – Besides my usual role as a Councilman (establishing policy, overseeing services in the community, budget, land use and development, etc.). I have worked with mental health agencies to help bring awareness and understanding of the prevalence of mental health issues within the general public and first responders.
2 – The biggest challenge in any community for government is curbing taxes. It is our job to draw a balance between revenue streams and necessary expenses. Thereโs always going to be unforeseen expenses when running government. Itโs up to us, the Town Board to look for ways to trim expenses, as we have done by exercising zero based expenses in Town hall. Clarkstown accounting for 60% of Rocklandโs rateables has helped with curtailing increased taxes, as well as smaller revenue streams, such as permits, and civil weddings at Town Hall by our Town Clerk.
3 – In my short tenure as Town Councilman, I am very encouraged by my growth as a Board member. I have followed all legislation closely and am pleased with our accomplishments. I believe the Town Board is very vigilant in what Clarkstownโs needs are, utilizing the built in checks and balances that exists within the system. We have been highly proactive in regard to protecting taxpayers, encouraging maintaining development, fighting illegal housing, encouraging economic development, and investing prudently in our infrastructure
4 – My biggest (non) issue is having only 10 months in office. There is so much valuable information to absorb, to know all there is about all aspects of town government. I have accomplished much but there is so much more knowledge to learn from so many talented people in Town Hall that make up this amazing system. My goal is to keep absorbing, keep engaging and keep processing, to continue helping keep Clarkstown moving forward.
5 – I love Rockland County but I would never trade Clarkstown for any place in the country. My family and I have flourished here. My children grew up here and had the best public and religious education. I believe this is the safest town in the state if not the country because we have the most progressive police force in the country. Our parks are outstanding, as are our pools and playgrounds. We have a government body that cares about the Town and its people and works hard everyday to make Clarkstown even better.
6 – I have been working very hard as a candidate. From the very beginning my objective has been to be transparent, available and present. I believe I have done that throughout my candidacy, through my social media posts, website, literature, attendance at events, and mailings. My platform is to continue driving economic growth in Clarkstown, building that fits our needs in advancing the Townโs Comprehensive Plan, continued progress in improving infrastructure, and investing in Clarkstown and attacking all its needs.
