On December 1, 2025, the Spring Valley Police Department became involved in a grand larceny investigation that occurred within the jurisdiction of the Suffern Police Department. It was reported that items were stolen from a vehicle, including a credit card that was later attempted to be used in the Village of Spring Valley. Â
While working in conjunction with the Suffern Police Department, Spring Valley Police identified 33-year-old Virgilio Alarcon-Tobar and 18-year old Jose Villacinda-Najera as the suspects in possession of the stolen credit card. Â
On December 10, 2025, Virgilio Alarcon-Tobar was located and charged with Criminal Possession of Stolen Property in the 4th Degree and Attempted Petit Larceny. Mr. Alarcon-Tobar was released on a desk appearance ticket pending a future court date. Â
On December 13, 2025, Jose Villacinda-Najera was located and charged with Criminal Possession of Stolen Property in the 4th Degree. Mr. Villacinda-Najera was released on a desk appearance ticket pending a future court date. Â

On December 9, 2025, at approximately 4:30 p.m., the Spring Valley Police became involved in a domestic violence investigation. During the investigation, the Spring Valley Police learned that on December 9, 2025, at approximately 11:30 a.m., the female victim was violently attacked inside of her residence and sexually assaulted by her ex-boyfriend. Â
After the Spring Valley Police completed their interview, the victim returned to her residence. A short time later, the Spring Valley Police were contacted by a third party stating that the suspect was outside of the victim’s residence. While the Spring Valley Police were responding, the suspect fled in a vehicle. The vehicle was located, stopped, and the suspect was taken into custody. Â
The suspect was identified as 50-year-old Ramapo resident Andre Bernard. Mr. Bernard was arrested and charged with New York State Penal Law Rape 1st, Burglary 1st, Unlawful Imprisonment 2nd, Menacing 2nd, and Criminal Obstruction of Breathing. Mr. Bernard was arraigned in the Spring Valley Justice Court by the Honorable Judge Sweet. Bail was set in the amount of $10,000 cash, $25,000 bond, $50,000 partially secured bond. Mr. Bernard was transferred to the Rockland County Jail. Â
The Spring Valley Police later learned of a second incident that occurred early in December 2025 which involved the female victim and Mr. Bernard, in which Mr. Bernard sexually assaulted her. Due to Mr. Bernard being incarcerated in the Rockland County Jail, the Honorable Judge Sweet issued an arrest warrant for Rape 1st, Burglary 2nd, Criminal Obstruction of Breathing, and Menacing 2nd.Â
A criminal complaint is merely an accusation; the defendant is presumed innocent until proven guilty.Â
