Arrest Made in Missing Spring Valley Juveniles Case

On February 8, 2026, the Spring Valley Police Department initiated an  investigation into a missing 12-year-old juvenile female. 

The girl’s parents reported that their daughter had been missing since the early  morning hours of above date. They further advised that they had received a phone  call from a foreign phone number claiming the caller had their daughter and  demanded a payment of $1,000 or the family would never see her again. 

Upon receiving this information, Spring Valley Police Officers and Detectives  immediately began an intensive investigation to locate the missing juvenile. Given the seriousness of the circumstances, the Spring Valley Police Department  requested assistance from the FBI NY – Westchester Safe Streets Task Force. 

Through coordinated efforts between local and federal law enforcement, the missing juvenile was successfully located at an address in Spring Valley. The investigation further led to the discovery of three additional missing juveniles also  at that location, from other police jurisdictions in Rockland County as well. While none of the juveniles appeared to have been harmed or held against their  will, the investigation into the circumstances and the ransom demand continued.  

This investigation was a sole response to a report of a potentially kidnapped juvenile and the Spring Valley Police Department would like to thank federal partners for their swift assistance and collaboration. Most importantly, the SVPD are grateful that all juveniles involved were safely recovered.  

The investigation continued after the juveniles were located and determined that,  during the early morning hours of February 8, 2026, the four juveniles attended a party at the Quality Inn Hotel located in Spring Valley. The investigation further  revealed that the party was hosted by 22-year-old New Jersey resident Mynor Ramirez-Martinez and it was determined that he also provided alcohol to all four  juveniles, each of whom is under the legal age to consume it.  

On February 17, 2026, an arrest warrant was issued for Mr. Ramirez-Martinez on four counts of Endangering the Welfare of a Child, a Class A misdemeanor. He  was arrested on that warrant on February 19, 2026, and subsequently released on  a desk appearance ticket. The investigation into the ransom demand remains  ongoing.  

A criminal complaint is merely an accusation; the defendant is presumed innocent  until proven guilty.
