The County Executive’s Corner: Maximizing Value for Taxpayers

March is Procurement Month — a time to recognize the professionals who work behind the scenes to ensure every taxpayer dollar is spent wisely, lawfully, and transparently. I am proud to spotlight the Rockland County Department of General Services Purchasing Division, a team that plays a critical role in safeguarding public funds while keeping County government operating efficiently.

 In 2025, the Rockland County Department of General Services – Purchasing Division managed over $192 million in purchase orders and contracts, ensuring that public funds were spent lawfully, competitively, and responsibly.

Our work extends far beyond processing transactions. The Purchasing Division serves as the County’s central procurement authority—providing strategic sourcing, contract oversight, compliance assurance, and market expertise to every County department and to Rockland Community College, whose procurement operations were centralized under the County in March 2025.

Delivering Value and Efficiency

– Issued 6,838 purchase orders and 557 formal and informal solicitations to maintain competitive pricing and transparent contract awards.

– Leveraged cooperative purchasing and shared services to reduce duplication, accelerate timelines, and secure better pricing for County agencies and participating municipalities.

– Generated $189,411 in revenue through surplus sales, rebates, and commissions—returning funds directly to County operations.

– Directed over $63 million in spending to Rockland County businesses and nonprofits, strengthening the local economy.

Supporting Public Safety and Critical Infrastructure

The Division competitively procured mission-critical assets and services, including:

– Acquisition-related contracts for a new Bell Helicopter supporting aerial law enforcement operations

– A dedicated Hazardous Materials response vehicle for emergency services

– Major capital and infrastructure projects, including sewer rehabilitation and public safety facilities

These procurements required specialized market knowledge, detailed specifications, and close coordination with operational leadership to ensure readiness, safety, and compliance.

Modernizing Procurement

In 2025, the Division advanced modernization efforts by:

– Expanding contract lifecycle management technology to improve contract visibility and compliance tracking

– Beginning the responsible integration of artificial intelligence tools to strengthen market research, improve solicitation development, and enhance planning—while maintaining full human oversight and accountability

– Leading state and national cooperative procurement initiatives that provide competitively awarded contracts to local governments across New York and beyond

Stewardship Through  Change

Despite inflation, supply chain volatility, and outdated statutory bidding thresholds, the Purchasing Division maintained strict compliance with New York State General Municipal Law while shifting toward more strategic, value-driven procurement practices.

Our focus remains clear:

Protect taxpayer dollars. Ensure transparency. Deliver best value. Support County operations. Strengthen public trust.

The Purchasing Division operates at the intersection of law, finance, and public accountability. 

In 2026, we will continue to modernize, collaborate, and lead—ensuring that every dollar spent supports the residents of Rockland County with integrity and measurable value.
