On March 19, 2026, at approximately 6:39 p.m., the Spring Valley Police Department responded to 120 South Main Street for a reported incident that was later determined to be a robbery. Upon arrival, patrol officers located and stopped two juvenile suspects and one adult male suspect. Through the course of the investigation, officers learned that the victim had entered the suspects’ vehicle, at which time a pair of scissors was held to the victim’s throat. The suspects took the victim’s cellphone and approximately $10 in cash. The suspects then attempted to transfer funds using applications on the victim’s phone and were able to successfully send $6.00 through the victim’s Cash App account. With the suspects not being satisfied with the amount of money received, the victim convinced the suspects to release him under the pretense of retrieving his physical bank card from his residence. After exiting the vehicle and entering his apartment, the victim contacted police. Â
Following a thorough investigation, 19-year-old Dennis Osei, of New City, a 17-year-old juvenile from West Haverstraw, and another 17-year-old juvenile from the Bronx were arrested. The juveniles’ names are being withheld due to their age. Â
Dennis Osei has been charged with Robbery in the First Degree, a Class B Felony; Robbery in the Second Degree, a Class C Felony; Menacing in the Second Degree, a Class A Misdemeanor; Criminal Possession of Stolen Property in the Fifth Degree, a Class A Misdemeanor; and Criminal Possession of a Weapon in the Fourth Degree, a Class A Misdemeanor. Osei was arraigned in the Village of Spring Valley Justice Court by the Honorable Judge Brimais-Tenemille where bail was set at $10,000 cash, $25,000 bond and $35,000 partially secured bond, and he was remanded to the Rockland County Jail.Â
Both juveniles were charged with Robbery in the First Degree, a Class B felony, and Robbery in the Second Degree, a Class C felony, and were arraigned in the Rockland County Youth Part of Superior Court by the Honorable Judge Ascher. They were released on their own recognizance. Â
A criminal complaint is merely an accusation; the defendant is presumed innocent until proven guilty. Â
