On April 18, 2026, at approximately 7:15 a.m., the Ramapo Police Department responded to a report of a deceased individual in the parking lot of 18 Park Avenue in the South Spring Valley section of the Town of Ramapo. Upon arrival, officers located the body of a male beneath a parked pickup truck. The investigation determined that the parked vehicle was not involved in the incident. The victim has since been identified as Carlos Fabian Ayala Ninazunta, a 30-year-old resident of Spring Valley, NY. His family has been notified.
Members of the Ramapo PD Investigations Unit and Crash Investigation Unit responded to the scene and conducted a joint investigation.
Through extensive review of surveillance footage, interviews, and evidence collection, investigators identified a suspect vehicle. Later that same day, alert officers located the vehicle in the Chestnut Ridge area of the Town of Ramapo.
Manuel Milton Yantalema Parco, a 36-year-old male from Spring Valley, was arrested and charged with Leaving the Scene of an Accident Resulting in Death, Concealment of a Human Corpse, and Tampering with Physical Evidence.
The defendant was arraigned in the Town of Ramapo Justice Court, where bail was set at $500,000 cash, $1,000,000 bond, or $2,500,000 partially secured bond. He was remanded to the Rockland County Jail pending a future court appearance.
At this time, the incident is believed to have occurred during the early morning hours of April 18, 2026, when the victim was struck by a vehicle and subsequently dragged. The vehicle then entered the parking lot of 18 Park Avenue, where the victim was removed from beneath the suspect vehicle and placed under a parked pickup truck.
This appears to be an isolated incident, and there is no ongoing threat to the public.
A criminal complaint is merely an accusation, and a defendant is presumed innocent until proven guilty.
