On April 28th, the Orangetown Police Department received a call from a male in Utah advising that his wife may have been exploited out of $6,700 via a bank account scam. The investigation determined that a package containing said cash was to be delivered via UPS to a vacant residence in the Tappan area. Orangetown police detectives observed two males retrieve three packages from the Tappan residence and attempt to flee. The two suspects were stopped and the investigation determined that each package involved three separate scams.
One package contained $6,700 dollars in cash from a bank account scam from Utah; second package contained $12,500 dollars in cash from computer virus scams from Illinois and the third package contained $24,500 dollars in cash from an FBI identity theft scam from Colorado.
The two males arrested were Tian Quan Xie, 20 years old, from Brooklyn, NM, and Wei Ping Sun, 39 years old, from Queens, NY, for Grand Larceny in the third degree, a D felony, and Criminal Possession of a Controlled Substance in the fifth degree, a D felony. Both suspects were arraigned by the Orangetown Justice Court and released with a return date of May 18th, 2026.
The Orangetown Police Department and Detective Bureau would like to thank the Rockland County Intel Unit for their assistance and cooperation in this investigation.
