On Sunday, September 14, 2025, at approximately 5:25 PM, the Haverstraw Police Department was dispatched to a residential address within the Village of Haverstraw for a report of a male subject who had grabbed a woman by the neck and held a screwdriver to her.
Upon arrival, officers learned that the adult female victim had been approached outside a residence by the male suspect, who physically restrained her, grabbed her by the neck, and held a screwdriver to her throat. The victim was able to fight off the attacker and call for help. Witnesses in the area provided responding officers with a description of both the suspect and his vehicle.
Through the use of video surveillance in the area, Haverstraw Police were able to identify the suspect and issued a countywide alert for both the suspect and his vehicle.
On the morning of Monday, September 15, 2025, at approximately 9:15 AM, investigators acting on leads located the suspect’s vehicle in Stony Point, New York. A traffic stop was initiated, and the suspect fled on foot through a residential neighborhood. He was apprehended shortly thereafter without incident and transported to the Haverstraw Police Department.
The suspect, identified as Eduardo Hernandez (49) of Garnerville, NY, has been charged with the following:
• Kidnapping in the 2nd Degree (Class B Felony)
• Criminal Possession of a Weapon in the 3rd Degree (Class D Felony)
• Criminal Possession of a Weapon in the 4th Degree (Class A Misdemeanor)
The Haverstraw Police Department would like to thank the following agencies for their assistance in this investigation and apprehension: the FBI – Westchester Safe Streets Task Force, the Stony Point Police Department, the Rockland County Intelligence Center, and the Rockland County Sheriff’s Office.
This remains an active investigation, and no further details will be released at this time.
